Just spoke to Reading (wait time wasn't too bad!). They gave me an email address which I have sent the DQ to and asked them to hurry it up. On the phone they told me I had a 22/2/22 deadline not 17/2/22

Indeed. DCB legal sent their DQ via email on 20th Jan. Sneakily they didn't address me and the court in the same mail like I did (in which case I'd have realised they were using a different court email address to the one I used), but rather DCB mailed me separately...0

I am writing to inform you that we have now contacting UK Parking Control (UKPC) on your behalf to raise the issue that you have outlined and have asked for them to look into this further.

Wow this is surprising. Had the below email from DCB (on behalf of UKPC). It's beyond my deadline but it doesn't really matter. I'd be happy to accept a cheque to compensate me for my counterclaim fee and a guarantee that they won't come after the other PCNs (including the one where the car was over a bay line).
Any advice on how best to proceed and ensure they do indeed not come after the other PCNs?
EDIT: Or is the consensus on this forum that I have done most the leg work at this point and could be heading towards a big day in court?Good Afternoon,

That response doesn't say anything about confirming that the other PCNs will not be pursued, and does not mention anything confirming that UKPC Head of Litigation will make such a confirmation in writing. It just says that they're "agreeable to the conditions proposed". (Perhaps it is inferred?)
Your choice as to how you wish to play this ... but IF you went ahead with the costs claim then they could bring this up when costs were being assessed - it might not sit well with the judge it you made this offer then reneged on it. (Despite the fact they've waited 5 weeks to respond whereas you required a response within 1 week). I'll let others muse on this and give their opinions.Jenni x0 -
You could reply setting out your exact conditions and stating that this is the strict basis upon which you will accept £xxx (state exact sum) as full and final settlement. Providing the cheque for that sum, payable to (your name) arrives by (allow 14 days and give a date) you will discontinue the counterclaim and will tell the court the matter is settled.
Did they impose any conditions at any point? Not a gagging order or anything?PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
