DCBLegal letter of claim

Hello,
I have recieved a letter of claim from dcblegal regarding a parking charge notice from July 2016.
I have been reading the forum over the weekend including the newbie section but im finding it hard to understand, I have never had any dealing with this kind of thing and I have dyslexia which is making it even more difficult for me to read through and process the information.
So I would be grateful if some one could help break down and simplify the process for me, I have been tempted to just pay it to avoid the hassle and stress but I really dont like scammers and bullies and feel its my duty to fight them if I can.
I have attached pictures of the letter.
Info on the parking charge notice,
It was sent to me in july 2016 by Highview parking ltd.
I was not the driver at the time I wasnt even in the car.
They sent a few letters over about a 12 month period and then they stopped until this year I started getting letters from DCBL demanding the money and now this has arrived.

A 2016 charge ? Highview are clearly very desperate as covid caused them havoc.
DCBL are scamming you for an extra £70 claiming debt collector charges ... RUBBISH.
In 2016 there was no such thing. There is not now but due to a stupid addition by the BPA in their latest code of practice such charges were suggested even though they have no legal authority to do so.
You now need to read this which will help you what to do.

DPO = Date Protection Officer.
For that and other abbreviations commonly used here look at the fifth post on the NEWBIES thread.
For ideas on how to word a Subject Access Request, have a look at the first few paragraphs of the second post on that same NEWBIES thread.2 -

Highview ones in 2016 we were laughing about how easy they were to appeal and we haven't advised anyone to ignore these in England & Wales, for some 9 years (since the POFA 2012 was passed and ParkingEye started suing for fun).
This would have been cancelled in 2016 with ONE email. Oh well!PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
