    No, you can only send money to UK sort codes/account numbers.

    You can use Starling Bank or Fineco Bank for international payments.

    I believe Chase Bank are the only bank in UK who fail those who can't manage a PIN.  

    They don't issue Chip & Signature cards.  

    Does anyone know why?  Surely this is discrimination.

    Can't manage a PIN or don't want a PIN? They are two very different things.

    In what way can someone "not manage a PIN?"

    Given that they have a phone which runs the Chase UK app, they can use the Chase card with ApplePay or GooglePay, So no reason for complaining. In addition, they have plenty of other banks to choose from if they insist on a physical card.

They can choose not to offer credit cards to people with bad credit ratings, so as to make competitive offers to those who do. They can choose to be app only, so as to cut costs even further. Or they can choose to be fully branch based with no online banking or app. All examples of discrimination, because every decision they make will suit some customers and not suit others.
    In the case you mention, as has been pointed out, a method for avoiding having to remember a PIN exists on the same device the Chase App will be loaded. As well as ApplePay/GooglePay, the PIN can be displayed in the app at any time. I use my PIN so infrequently, even I will probably need to double check it next time it is needed.

    This is an insightful way of looking at banking offers.

    How do people think that banks can offer "free banking", 0% credit cards, higher than average credit interest and cashback or rewards?

    As you say, it is because they do discriminate. For every winner there will be a loser.

    Perhaps not one for socialists as the poorer are probably paying for deals for the less poor.
