    DCBL are not a member of the BPA's Approved Operators Scheme so no they are not allowed to get data directly from the DVLA via a KADOE contract.

    Of course anyone with reasonable cause, even you or I, can pay a fee to the DVLA and retrieve a Registered Keeper's details.
    They are on the list of approved operators now!

    I would imagine that the NTK might have initially come from TNC having an invalid contract with Autosec (no witnesses, wrong level of staff signing, amended after signing - take your pick) before DCBL and then DCB Legal got involved. That's what happened in my circumstances.
    Yes @Rodent3768 TNC stated they were given keeper details by DVLA.  SAR from DVLA shows nothing requested... someone is telling porkypies.

    Don't know how I missed that.
    Sorry to have misled you.

    But... 
    I don't think there is anything in the KADOE agreement that allows a member of the BPA's (or IPC's) Approved Operator Scheme to pass that data obtained to another company that is not a member of an AOS.

    Yep it's against the DVLA KADOE.  Absolutely never allowed.  Ask the DVLA again as someone clearly got that data...

    Not to hijack the OP's post - but just trying to check my understanding of this...and help the OP better understand too if I can...

    if a PPC passed on your details to a Debt person (i.e ZZPS or whoever) - then they would have to BPA or IPC members?  If this contractor passes the PCN/ your data onto another firm (be it a legal/ debt firm like QDR or DBCL) then they'd also have to be BPA/IPC members too right?!?
