I don't think there is anything in the KADOE agreement that allows a member of the BPA's (or IPC's) Approved Operator Scheme to pass that data obtained to another company that is not a member of an AOS.3 -

Yep it's against the DVLA KADOE. Absolutely never allowed. Ask the DVLA again as someone clearly got that data...PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

if a PPC passed on your details to a Debt person (i.e ZZPS or whoever) - then they would have to BPA or IPC members? If this contractor passes the PCN/ your data onto another firm (be it a legal/ debt firm like QDR or DBCL) then they'd also have to be BPA/IPC members too right?!?
