    it also says on it that she agreed to pay within 28 days but she has not acknowledged any of the tickets

    The allegation is that by parking the driver agreed to the terms of the contract.
    Those contract terms are the terms on the signs.
    Almost certainly there is a term on the signs stating something like "if the driver doesn't park in accordance with the rules then he agrees to pay £nn within 28 days...".

    AOS has been filled in and sar has been requested today how long do we wait and who to we present our defence to also been to the metro center today and they have changed the signs from the one when my daughter parked to include no staff parking

    Which legal firm is representing UKPC (their name will be on the court claim form)?

    How did UKPC know that your daughter was a staff member?

    DCB LEGAL LTD 
    and what the parking company did was have a lad in  a high viz watch were people went after they parked then striaght away put a ticket on the car my daughter was shopping which she did most times before work once  she had borrowed my car and she got a ticket straight away like countless other people who worked there
