    Ah, everything is now clear.
There is a view that criteria based decision making is fairer because it is more standardised.

With judgmental decision making you could have two adjudicators making different decisions resulting in different outcomes. A bit like judges.

Perhaps a hybrid would be better which would mean guidelines with a certain amount of discretion particularly in cases of mitigating circumstances.

They will have to get this right or it will be like a case of "Animal Farm". Pigs walking on two legs.

My understanding is the head of the Traffic Penalty Tribunal is involved

I have dealt with her twice with good results in my favour.  And these were councils. I imagine she will be shocked at the bad behaviour of the private sector.

Reply to a friend's email from their MP

"Thank you for your email in which you express your concern about the pushback by private parking operators against the efforts by Parliament and the Government to curb their unreasonable activities.

I have forwarded your correspondence to the Minister requesting that it be included as a specific representation in response to the consultation.  I am also sharing it with Greg Knight and seeking his comments about the issue, including the consequence delay upon any changes being implemented."

    Encouraging reply.
Please note, we are not a legal advice forum. I personally don't get involved in critiquing court case Defences/Witness Statements, so unable to help on that front. Please don't ask. .

I provide only my personal opinion, it is not a legal opinion, it is simply a personal one. I am not a lawyer.

I have seen that MP's are getting very confused and contacting the Secretary of State for Transport about the tech consultation ?
Here is another one from Mrs May. I have replied stating the matter is in the hands of the MHCLG  which is a different Secretary of State    ???

Thank you for taking the time to contact Mrs. May concerning Parking Codes of Practice. I hope you have been keeping well.

Mrs. May has read your email with interest and taken note of the points you have raised in your correspondence.

This is just a quick email to say that Mrs. May has raised this matter with the Secretary of State for Transport on your behalf and I will be back in touch as soon as Mrs. May has received a reply.

This confusion is very worrying so it must be made clear who your MP should contact .... and that is the Secretary of State for MHCLG
