If you have a broken leg, unquestionably you are therefore disabled. If a PPC later takes you to court for breach of contract you should imo counter claim for disability discrimination including the landowner in the claim...You never know how far you can go until you go too far.1

I don't think broken legs (and similar) qualify for 'reasonable adjustments' under the Equality Act 2010. I think we have to be careful what we attempt to 'load in' beyond making the Blue Badge the sole identifier of disability.Please note, we are not a legal advice forum. I personally don't get involved in critiquing court case Defences/Witness Statements, so unable to help on that front. Please don't ask. .

AN UPDATE
I asked all my business colleague throughout the UK to complete the tech consultation and to contact their MP. I asked for a response.
The respones are now coming in. At first clance it would appear that MP's ARE VERY ANNOYED that the parking industry is attempting to trash Sir Greg's bill.
Sir Greg is a highly respected MP on both sides
This comes from MP's from both sides of the house.
From what I see, the private parking industry is in for a huge shock
