The main issues that I focused on are
- The regulation of the debt collection agents.
- When the "speculative invoice" actually becomes a debt.
- When debt collection should start.
- The independence of the Single Tier Appeals Service.
- The decision making powers of the adjudicators (ie judgemental and not criteria based).
- The point up to which the discount should be allowed.(ie after the Single Tier Appeal).

Judgmental decisions have more leeway and can take into account mitigating circumstances. They would look beyond the "computer says no decision". They would have guidelines but a certain amount of discretion.

I got a letter in the post today from my MP, together with a copy of the letter they sent ....... to Grant Shapps of Transport! 🙄 (I'd only mentioned MHCLG at least twice in my letter - perhaps I should have spelled out who is the minister with the MHCLG portfolio). At least it's some level of raising awareness, and I can sort of see the logic ... Parking and Transport seem to align. I've emailed my MP to let them know this, and to expect a slopey-shoulder response from Mr. Shapps.Jenni x4
