PCN Received from New Generation Parking Management - Advice Required

Hi, I received the above PCN, in my name as the owner of the vehicle, sent to my home address. (I was not the driver).
It was in a small residential block with approx 20 car bays and the driver, who is a blue badge holder was visiting a relative who is one of the residents. A gentleman was taking photos of the car and was challenged by the driver as to who he was and why he was taking photos of the vehicle but he just ignored, then drove off in his car. Then a few days later this PCN was received.
Is there any way or any grounds upon which it can be challenged? The driver didnt display their blue badge as they did not think it was necessary - not needed to for over a year of visiting this complex. Wasnt causing an obstruction or blockage to other vehicles etc. There are no single or double yellow lines etc or other markings on the kerb or road etc.
I did register on Pepipoo forum 2 days ago, but they have not sent me a validation email or responded to my emails to them, even though my account seems active, I can't post or reply on there.

The keeper needs to send the blue text template appeal easily found in the first post of the NEWBIES thread.
Send it unchanged - no additions or alterations needed.
Send it as the keeper.3 -
Pepipoo forum doesn't allow Hotmail (and possibly Yahoo) emails so, if that's the problem, you must re-register.
But there is nothing different about your case except I've no idea why anyone would park there, It's a doorway entrance, not a marked bay and you can't just park anywhere on private land, Blue Badge or not.
But I am not telling you to pay, I'm suggesting to be more careful in future when parking on land where a notorious ex-clamper private parking firm infests it. Notorious, certainly:

Here is their email to me.
I did not submit any details of who the driver was, who we were visiting etc etc. Nor did I post a copy of the blue badge (which was not on display). I figured that they would reject the appeal so any evidence I had I would rather submit to an independent tribunal/appeal hearing.
How should I proceed from here? Reading some of the links above, I have to admit I have found very difficult/confusing, even though I am usually up for a bureaucratic battle - but any assistance on the next step for me to take is appreciated and I'll give it my best shot. Thanks to all again

They have simply asked you to tell them who the driver is before they reject your appeal and then turn their attention towards the (then) named driver.
Of course you won't be naming the driver.
However, by saying this...
"If you are not the driver of the vehicle at the time in question of the contravention we cannot accept your appeal".
...I am concerned that they appear to think they do not have to accept an appeal from the keeper.4 -

Unfortunately there is no independent appeals service available to you.
All you can do is, as the NEWBIES thread tells you, ignore everything now until you receive either a Letter of Claim or official Court correspondence at which time you need to be reading the second post of the NEWBIES thread.
You could I suppose complain to the IPC that one of their members is refusing to accept an appeal from a keeper, but that may fall on deaf ears.4 -

There is a pseudo-independent appeals service imaginatively called The Independent Appeals Service.
I say pseudo because it is run (at a very slight distance) by the major shareholders of the International Parking Community and the solicitors firm that will sue you when your appeal to the IAS fails.
Blown it? Certainly not.
As I said earlier, wait patiently for a County Court Claim Form to drop through your letterbox.3 -
Go on, for the laughs, send a complaint to the IPC that this AOS firm is threatening bailiffs (AT THIS STAGE, BAILIFFS?!) and refusing to accept an appeal from a registered keeper, when the POFA Schedule 4 impact assessment required that a keeper must be allowed to appeal, not just drivers.I assumed there was always an option to take it to an independent/neutral tribunal. So have I blown it now by not sending any potential evidence to them?Wow, stop taking them so seriously and if you thought the IAS is independent then you seriously have not read enough yet on this forum, and elsewhere on Google:
