    Shame you weren't a resident as you might have been able to ask the management company when they carried out a consultation of the residents and what was the outcome of the vote in line with the landlord and tenant act.

    Yes it MUST be a complaint letter.

    Yes it MUST be a complaint letter.
    By doing that, as the keeper, am I then admitting to being the driver or know who was driving?
    I could say that the car could have been visiting a resident and not parked, but I'm not sure if this is admitting any kind of liability to the landowner?
    We lived literally across the road to this land, and I mean a stones throw in the literal sense, which would be obvious seeing the address on the PCN.
    I was pregnant/gave birth around this time.
    It could have been that the car was stopped to drop off groceries or me for a short period...who knows from 5 years ago, as there is no period on the notice to driver or keeper, just the time of ticket issue.

    I'd say this then, and add that the photos taken in haste by the ticketer span just 2 minutes (or whatever) and the person must have watched the driver unload.  State that surely this is not the sort of predatory ticketing that the scheme is intended for:

    We lived literally across the road to this land, and I mean a stones throw in the literal sense, which would be obvious seeing the address on the PCN.
    I was pregnant/gave birth around this time.
    It could have been that the car was stopped to drop off groceries or me for a short period...who knows from 5 years ago, as there is no period on the notice to driver or keeper, just the time of ticket issue.

    The car was parked by the driver, some people in the car were visiting a resident, the keeper may or may not have been in the car, you are writing as keeper because you received a PCN.  You are complaining not appealing.  There is no presumption in law that the keeper was the driver.

    Thoughts on adding Mum and Dad's PCN's to this too? making all three keeper on one complaint to landowner? I could obviously adjust it that I'm writing on behalf of all keepers based on the same issue, listing each PCN, as I'm unsure that three separate complaints about the same thing would work in tandem? ...


    Dear Sir/Madam

    I hope you are well.

    I want to make a complaint to you, as the landowner, about the third party subcontractors UK Parking Control Limited (UKPC) that you contract with, relating to alleged parking contraventions from 2016 at the former xxxx.

    I am receiving harassing letters as the keeper of a former vehicle, trying to extort monies from me, although the debt is denied. 

    "Pictures" indicated on the UKPC website regarding the alleged contraventions do not show any signs in clear, concise detail well enough to read what it actually says, nor show any entrance sign to the land. 

    Reviewing documents associated with the alleged parking contraventions, it is apparent that the "pictures" were taken in haste by the ticketer. It is obvious looking at the "picture" time stamps as they span over just two minutes in total! I've seen many stories over the years where UKPC employees have acted fraudulently in issuing tickets, even being incentivised, and the person must have watched the driver unload, especially as I had a very young baby at the time and would have been shuttling a baby or groceries, etc.  Surely this is not the sort of predatory ticketing that the scheme is intended for!!

    As the alleged contraventions are from 5 years ago, I would be grateful if you would in your capacity as landowner, contact UKPC to cancel the parking charges on the grounds that there is no clear indication that BPA guidelines were followed in connection with signage as well as there not being any stated period of which the car was on the land.

    I urge you to reconsider your appointment of UKPC to manage the land located at the former xxxxx site, given the nature of how this company operates noting former DVLA breaches and fraudulent tickets as per articles in well known newspapers.
