Probably a mixture of arrogance and incompetence like most energy suppliers. I would suggest the delay to announce either way on these "specialised" tariffs is down to Octopus lobbying the Government to get them included in the price reduction.
Personally I don't think these types of tariff should be included but as Octopus are likely to eventually take on all the bulb customers perhaps there are bigger leverages being used in these discussions.

Surely, there is a clue in the word ‘Tracker’: these are tariffs that track wholesale prices. You might get lucky.Having been on Tracker gas off and on for over 4 years, there are two things that Octopus might do: one, is they could review/amend their formula for converting wholesale prices into a retail prices and, two, they could look at the daily standing charge. A couple of years ago, Tracker tariffs didn’t have a Cap.
The third option is already present: a switch to the EPG-based tariff.1
