Just need to settle on the correct templateThere's no template to deal with the position in which you are now. You could send the blue text one from the NEWBIES FAQ sticky, first post, to show that at least you have engaged in NCP's process, but its main purpose (with a BPA operator) is to extract a POPLA code; your chances of getting one is somewhere on the nil to zero spectrum.Unless you can get a landowner cancellation (and NCP are one of the unusual PPCs who do own or lease some of their car parks), you're just waiting to see what NCP's next move is. The debt collector stage is inconsequential, and can be ignored.Please note, we are not a legal advice forum. I personally don't get involved in critiquing court case Defences/Witness Statements, so unable to help on that front. Please don't ask. .

Before you go off down the wrong path , it's not NCP s fault that the address wasn't updated , so don't try opening that can of worms
The police , council , DVLA , or in this case NCP only have to post the letter to the address registered on the DVLA database , which they most likely did. It is deemed to be delivered two days later !
There is no mileage in trying to say that you didn't receive any letters !! Of course you didn't !! You were in breach and committed an offence in not updating important paperwork with the possibility of a real fine.
Had you driven in bus lanes , stopped on red line clearways and parked for free in council car parks or disabled bays , the consequences could have been dire with high court Bailiffs tracing you and thousands of pounds to pay
It is what it is , so don't make it worse with knee jerk naive notions which are at best nonsensical
Plan A is the best option , always is
Or argue the case in front of a judge
As an asides , paying by app does not prove receipt by the contractor , it only proves payment to a third party financial intermediary

Plan A is a landowner complaint , no need to assume , it's in the newbies FAQ sticky thread near the top of the forum !! Plus fruitcake pointed this out 2 days ago in their replies
Plan B is the appeal to NCP
Plan C is a POPLA appeal
Plan D is court , within 6 years
Plans B and C are no longer available due to the time that has passed

thanks Redx, yes I did read the FAQs, in fact I got a ticket annulled after I parked at The Range, bought some stuff, and stepped off the car park to post a letter - the infringement was leaving the site, even for 60 seconds
I went olympic in the store with the manager and the ticket went away
In that case I think I'll "appeal" to NCP and get them to see they made an error.
The app might be a third party, but it was promoted on the NCP signs themselves. I've got screenshots and bank statement so I'll just have to trust that NCP won't actually lie about not receiving the money0 -
Personally I too would send a late appeal. You could if you wish mention that the keeper had moved house so didn't get the NTK before your address was updated with the DVLA. No need to mention whose fault it was.
As for the payment app, either NCP are responsible for setting it up or they are linked to it. They must therefore know, or should know of it's flaws and that payments sometimes go astray due to no fault of the motorist resulting in a frustration of contract.I married my cousin. My car XXXXXXX was parked in NCP car park London Road Southport on XX/12/2020. The charge for 2 hours was paid via the app advertised on your signs. I have evidence (screenshots and bank statement) that show the payment covered the time the car was there.
I did not receive the notice to keeper letter as I had moved house.Please cancel this demand accordinglyYours

ok I sent the above email to customer service, the automatic reply said you have to appeal via this link, putting the reference in it said "we cannot find this ticket". Maybe that's because according to their rules it's gone past the point of no return.
