    is there a way of checking with DVLA what address they hold for the owner, when YOU are the owner?
    Email them. Send other proof of who you are. They never know who the 'owner' is, only the 'Registered Keeper', so only use that term.

    more news as we get it - ok after checking on gov.uk I am now sure that the address was NOT changed on the V5 and NTK letters, if any, went to the OLD address.
    Hopefully that doesn't leave us up the creek without paddles etc

    Send a rectification notice to the DPO of NCP instructing them to erase the keeper's old details and replace it with their new address for service. Make sure you use the word I have highlighted.
    Include proof of ID such as an up to date copy of the V5C or redacted utility bills or card/bank statements.

    Have you checked your credit rating recently?  Because if you've incurred a speeding, road offence or council parking penalty, any of these notifications will also have gone to the three year-old address which could spell trouble for your credit, possibly your driving licence and your vehicle insurance. The V5C is a vital document.

    Make sure that you have updated your address on the gov website too , ASAP !!

    All make sure that my driving licence has been updated !!

    The DVLA can fine you up to £1000 for each offence

    Everything else is updated, and now the V5 is too.
    I will email the DPO as you suggest  with a copy of the new V5 or a bill
    Then I need to get my wording right for an email telling them "I'm right and you're wrong" or words to that effect

    I SAY CHAPS what do you think of the fact that any previous correspondence has been missed and the first one heard of this was nearly 4 months later, because the V5 wasn't updated-
    the debt collectors say it's "too late" to dispute the ticket
    Even though one has proof of payment???
  • Didn’t you think it rather strange when no car tax reminders arrived after moving house ?

    Perhaps you need words with your tenant as who knows what other nasties you may have missed.

    Ignore debt collectors.  Have you complained to your MP?.  
    You never know how far you can go until you go too far.

    certainly am ignoring the debt collectors.
    Done the change of address with the NCP DPO
    Think the next step is the rebuttal of the ticket itself, which was issued in error, probably automatically by "the system"

    Just need to settle on the correct template
    But yes going to complain to MP too
    Car tax is by DD so just forgot all about it
