Land registry. The landlord is the same person who has applied for planning to extend to which you are objecting....... I doubt he will be very interested in his rent paying Tenants playing a bit of music on a Saturday night. Hopefully it was just a one off occurrence.

The tenants were playing more than bit of music. They started around 4:30 pm until 1:30 am. Very loud dance music probably Rumanian. My wife is a care worker and had to get up at 6.00 in the morning so very difficult day for her.

    The council letter states:
i am writing to notify you that the council has received information about a proposed extension under the prior approval procedure on 16th February 2021.

So that was when the neighbours submitted their application. The notification you've received is (probably) the first your house has heard about it.

My neighbours are 7 or 8 east European who like to play loud amplified bass music.
Last Saturday was a nightmare for my family, me and my wife and daughter. They played till 1:30 am. I’m hoping it was one off but heard bass sound around 5 this afternoon but thankfully it stopped fairly quickly. The amplified bass gives that awful vibrations.

I only bought house 3 weeks ago and I’m regretting buying it.  I’m dreading this evening and tomorrow night. I have not spoken to them has sometimes this can matters worse and I have disability, ankylosis spondylitis.
The Reading council doesn’t have any night noise patrol officer.

    What shall I do?

To be honest OP, talking is the first step.

It's unrealistic to expect the council to turn up after one noisy weekend. They would normally expect diary sheets/evidence of ongoing issues over weeks if not months.

But they would also expect neighbours to have at least attempted to resolve it where possible.

It sounds like your tolerance is low.

I'm not sure what having ankylosis spondylitis has to do with talking to them though, or the fact they are eastern European.

Rather than negatively viewing the weekend, try and be a bit more positive. Of course it could happen again and you will write it down as evidence etc but don't let it ruin your weekend before it's even happened

Where your neighbours may or may not be from and your disability have nothing to do with this situation.

Go and have a nice quiet relaxed chat with them and let them know that their loud music was disturbing and ask if they would mind turning it down in future.

To be honest one loud night is hardly the end of the world. You should perhaps just live and let live and focus on making your new house a happy home instead.

It’s the amplified bass music that vibrates through the walls. I’m always considered of others but unfortunately some don’t seem to care. Sometimes talking to them might make things worse has they may just ignore and carry on. Listening to loud bass music at 1:30 am not fun when you have to get up at 6:00 to go to work.

Have you tried to talk to them? For the sake of a few minutes of your time (plus some 🍰) it might save your months, if not years of annoyance.
If they don’t listen, then just start a diary of everything and present to the council.
remember though, your neighbours might start work at midday and finish at 2200 so the time period after maybe their ‘relax’ time.
30th June 2021 completely debt free…. Downsized, reduced working hours and living the dream.

I experienced very loud bass music several times in the first month since I bought the house. Yesterday around 5 pm till 6:30 pm. My wife knocked on their door and told them the music was too loud and we couldn’t hear our tv. The guy came around and said he has rights to play music has loud has he likes. We asked him to lower the volume and thankfully he did. He also said he like to party and play very loud music once a month.
My dream house has became a nightmare has I had leak from the rear dormer roof and that needs replacing at cost of 3k.
