`Agree with Freebear, look at the council's planning policy and find the issues that they are more likely to reject the planning application on, like parking etc. Also look to see what their policy on HMO's are. If the neighbouring property is one. If it is one and hasn't been registered as such and should be.., that's another way of getting the building investigated (are the rooms big enough as well, proper fire safety precautions etc in place). But that won't happen overnight.
Ask in the neighbourhood what has been going on with this house. Sure there will be someone that will give you a history. However it may be rumour and gossip rather than facts., but its a start.3 -

Unfortunately there is probably nothing you can do in these circumstances. Live there for a while and put it back on the market telling viewers you have to move for work. Do not make a formal complaint to council or anyone else as you will have to declare this when selling.
We are so glad we have now moved away from a lovely house ruined by several neighbours who all rent, cause noise, rats, fights etc. in the close we used to live in. We sold at a loss after 14 years but had to get away.
Thank goodness we are now in a house with owners either side. Yes I know some owners are unruly but I speak as I have found.5 -

The house is the right size and got it at good price but after last night regretting it and wishing I stayed put in my old place.

The two neighbours are chalk and cheese, the one on the right is an elderly lady on her own and very quiet and the other makes up for her.
