You need to give them a reason to do so. Hence you need to know the timeline which in turn gives you what your options are.
Have they messed up and you can apply pressure or is it a case that removal of a black mark is really all that's in play ?1 -

I have been able to access photographs the parking warden took of my vehicle also. They have taken a picture of the sign which states staff permit holders only.0

CCJ awarded - 18/11/20
1st House move - 30/07/20 (Didn’t tell DVLA as it was a temporary move but was on the electoral role)

It is possible/likely that, by parking where you did, you agreed to the contract.
It is not a fine, continue to use that word and some here will become very cross, the correct word is "invoice".You never know how far you can go until you go too far.1
