Is there any way to track down a driver (registered keeper) of a vehicle without going through insurance and police? 

Had my car scraped this morning whilst in the supermarket, right along my driver's door by some idiot trying to park up, I caught it all on dash cam so have the car details. Fortunately it looked far worse than it was and turned out just to be paint transfer, I managed to polish it out. Normally I'd just let it go but this is the third time in the past year where some numpty has hit my car and left without leaving any details and I don't want this guy to thinking he's got away with it.

    No.
    You can get their insurer details for free, easily... but that doesn't tell you who the RK is.

    And knowing who the RK is doesn't tell you who was driving.

    As it stands there's nothing to report and if you want to treat paint transfer as damage what response from the police would be proportionate?

     I think the problem may be your parking.  Sounds like you're parking way too close to other cars or not central in the space.

    And if it simply polished out, what are you looking for?  A refund for the polish you used?

    Third time this has happened in less than three weeks?  I think the problem may be your parking.  Sounds like you're parking way too close to other cars or not central in the space.

    And if it simply polished out, what are you looking for?  A refund for the polish you used?  
    I took it to mean in the last 12 months. 

    Maybe his parking is ok and unlike you he is unable to control some of the idiots on our roads.

    The MIB will give you the insurance details on the vehicle for a few pounds, just enter the reg number and date and self certify its for the purposes of making a claim against the driver of the vehicle.

    The DVLA Form V888 can be used to get details of the registered keeper for £2.50
    Request by an individual for information about a vehicle (form V888) - GOV.UK (www.gov.uk)

    Nothing wrong with my parking. Just seems to be a lot of idiots around who have no care of anybody else out on the road.

    All I want from this is the satisfaction of being able to pull the guy up and let him know that you can't go around knocking into people's cars without any come back. Maybe he might take it on board and be a bit more careful in future. Nothing more sinister than that.

    How "satisfied" will you feel when the guy tells you it wasn't him, that you can eff off, then slams the door in your face?

    You can't educate mince. Either the driver is totally oblivious, or they know damn well and simply don't care.
