Simplest way to manage this issue would be for the government to slip in a simple line or two in the coronavirus legalisation to allow those attending a site for vaccination to park free of charge - after all the legislation has been updated around 300 times sine it started last March and at least 3 times since the start of December - doesn't even need to go through parliamentary discussion as it is just "laid" before the chamber. Recall one update (I think September time) was laid at 22:00 and became law at midnight - so our lords and masters could quite easily remedy the situation and as it were, cut the PPC's off at the knees5
