So you say, but 5 per month to residents is not tolerable. Each person is getting an extortionate £100 charge from some scam firm, for parking at home.
There is absolutely no need to use paper permits for those people.

VCS or Excel then. £10 admin fee is seen on those contracts. But you do sound like a small-time operator so maybe not.
And no, residents and their visitors are not thankful for a policy that sees them receive a PCN that if they fail to appeal, sees them sued for an inflated sum of money.

If that happens with other operators, more fool them for not engaging with the operator and appealing; no doubt as a result of reading forums such as this (often advising to ignore everything bar a LBC).The residents on our sites get a letter with their permit advising them of the admin fee policy, so they always engage with us; they would be daft not too.0

That site you describe doesn't need a predatory PPC, it needs a gate or £40 bollard/post with a key.
BTW our service HAS worked and reduced the issue to a tolerable level for the residents. We used to issue 40+ PCNs a week there; now maybe 5 a month.

You are setting residents up to fail and you know full well that only about 25% appeal, and less than 1% appeal further.

Spread among 100 properties the cost of a gated system would not be that much. The MC must have a sinking fund for purposes like this. Residents like a gated community especially ground level flats. It gives them more privacy and security.
I own a flat with a parking space which at present has not appointed a PPC to manage the car park. There does not seem to be any issues with non-residents parking in the car park. The main gripe is that some of the residents (one in particular) use the visitor spaces thus giving themselves another space. It impacts mainly on other residents with two cars or regular visitors and is something that the MC should sort out themselves. The moral to this is to not buy a property with one parking space if you need two spaces.
If the MC suggested bringing in a PPC I would strongly object especially after seeing some of the issues that residents have on this forum. The poster with the freehold parking spaces is a particularly dreadful example of how a PPC and their clingons have bullied and caused this person to have issues with their employer.
