  • Actually I manage a residential estate adjacent to a hospital and we receive call outs from multiple residents complaining about NHS staff and patients parking and preventing them from parking at home; causing them to have to park away from their house and pay for parking i.e. we are not just talking about ‘Car Parks’ here. I accept that there should be concessions at the actual test/vaccination centres, but not everywhere.
You mean you have Norris Cole on the phone to you

So go on then - how are you helping them by placing a ticket on a car? Or worse, 2 weeks later through the post? How does that help the resident tehre and then?
    It doesnt
    It never has
All it does is allow you to get double bubble - when the poor resident parks somewhere else free on their site, and you ticket them AND the original car

We regularly get visited by foxes who damage our garden on occasion. I called a local wildlife centre who told me that removing the foxes and letting them go elsewhere doesn't work because another family of foxes will move in to claim the vacant territory.

The same applies to people who park in residential car parks when they shouldn't. Issuing a scamvoice after the event might discourage them from doing so again, but they will be replaced by similarly like-minded motorists who will move in to claim the vacant parking space.
This business model just doesn't work.
The residents still can't park in their own space so have to park elsewhere, even if it is temporary, until the situation is resolved. This could be hours, days, or weeks later.

ANPR scameras don't help in any car park either. The only things that work are barriers for residents/visitors, or boots on the ground with someone saying, if you park here you will get a £100 charge. This will keep resident's parking spaces free, and mitigate a parking company's loss.
If the motorist doesn't move, then giving them a ticket is fair game.

For the PPCs the business model certainly does work. Whether it addresses the requirements of the PPC's principal is another matter. ;)

The business model relies on the issuing of PCN's. Staff are targeted which results in very spurious claims. Then the motorists are bullied into paying up with threats of court, bailiffs, CCJ's etc. and many will just pay up. Claims are inflated with fake charges and these business are still being allowed to trade.

I wonder what happened to the man that was writing the book and if his claim ever went to court. The man that Brown Trout offered to help.

Pretty simple really. issue a PCN and they generally will not do it again; they will also tell their colleagues/friends deterring them also.

And they then get told how to beat the PPC and they tell their friends how to beat parking tickets!

No, how does it help a resident?

And how does it help a resident when you target their own cars at 2am?
PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

Sounds like UKCPM to me.  If so, you are not a million miles away from me in West Sussex.  Enjoy your snooker table and chef while you can, or they will be one of those nailed to the wall by the new regulatory framework and appeals service.

That site you describe doesn't need a predatory PPC, it needs a gate or £40 bollard/post with a key.
Wouldn't work, the estate has 100+ properties and mostly on street parking.
BTW our service HAS worked and reduced the issue to a tolerable level for the residents. We used to issue 40+ PCNs a week there; now maybe 5 a month.
