I have been bombarding my MP for 6 months on another matter (blatant fraud and perjury) so they all know me now lol. I did write to Dominic Raab though and his office told me he cannot discuss it with me1

They have replied and said that they emailed the rejection letter to me. Do they have to post it?0

I provide only my personal opinion, it is not a legal opinion, it is simply a personal one. I am not a lawyer.

OK, I can't find the email. So now what? I could ask them to issue another POPLA code but I can't see them doing that0

Checked junk mail? Did you check it repeatedly?
Why not ask them? If they say no, they look unreasonable!3 -
Do not ask, tell them it was not received. You never know how far you can go until you go too far.1

And the response is.......
Good day,
As advised in our previous response, if you do not accept the reasons for rejection, you have been provided with the option to appeal to the independent appeals service (POPLA). An appeal to POPLA should have been made within 28 days from your appeal response, and the instructions for submitting an appeal to POPLA were on the appeal response letter.
As you have not made an appeal to POPLA within this time frame, you are no longer eligible.
Prompt payment is now advisable. ECP will not issue a second POPLA code.
Regards

You never received their rejection, and so they have a choice - provide a POPLA code, which costs them nothing, or face a court ordering them to issue a POPLA code in the future.
One will be cheaper for them5
