The Council didn't respond but I spoke to the owner of a Cafe and he said it was true too. They sit in the Cafe counting their dosh. I can try The Council again0

Ask the council who pays the non domestic business rates. There may even be a spreadsheet on the council website with this information.
Scammers have no need to buy a site when they can persuade the landowner or a managing agent to let them scam there for free.
If it gets to court then pay the Land Registry a few quid to get a definitive answer.

There is zero chance of that , take your blinkers off , the Land Registry will have the definitive unequivocal answer , but finding who pays for the non domestic business rates is your first stop in actually knowing instead of believing the ignorant people who know nothing but bask in thinking they know everything , like cafe tenants or cafe ownersStonker said:ECP are the landowner as far as I can tell.4 -

Why not just send an email to the local council and ask them who pays the business rates on that property?5 -
