They have zero reason not to tell you. It's public information. No gdpr nonsense.3

Googling often identifies either a land owner or, very often, a land management company. If you find any websites relating to the land / premises, look for a likely company in the small print. Email the top person, preferably CEO.
Dealings with the parking company and the land owner are entirely separate! ECP = enemy (albeit not a very scary one), landowner = potential ally.
Send appeal to ECP. And identify landowner & email complaint / request for cancellation to them. You can be much more up-front with landowner - don't disclose who was driving but do mention your girlfriend's disability & paint a picture of actual circumstances.3 -
OK, having received no further letters I emailed ECP on 20 Jan saying:
'In the absence of any further letters ref the above PCN, can I safely assume that my appeal was successful. I assume you checked that the machine was out of service and was being attended to by an engineer for the duration of the alleged breach of contract.'
A day or so later I then received a FINAL NOTIFICATION LETTER dated 20 Jan,
I then received an email on 29 Jan saying:
'As advised in our previous response, if you do not accept the reasons for rejection, you have been provided with the option to appeal to the independent appeals service (POPLA). An appeal to POPLA should have been made within 28 days from your appeal response, and the instructions for submitting an appeal to POPLA were on the appeal response letter.As you have not made an appeal to POPLA within this time frame, you are no longer eligible.
Prompt payment is now advisable.

I had received no letters at all after appealing so I really have no idea what 'previous response' they are referring to.

Yes. They sent it, you didnt receive it. Fairly easy!
Point out that their alleged rejection of the appeal was never received. In the interests of providing a low cost ADR you suggest they provide a new POPLA code, as the original code didnt cost them anything3
