A SAR to Europcar should flush out any communication made with PPS which includes your details in it.  That should give you a better idea as to whether PPS know of you.
Please note, we are not a legal advice forum. I personally don't get involved in critiquing court case Defences/Witness Statements, so unable to help on that front. Please don't ask. .

I provide only my personal opinion, it is not a legal opinion, it is simply a personal one. I am not a lawyer.

"My whole point is it feels odd. For example what if you were to move house and then six months later a PPC sent a NtK to your old address without you ever being aware you had received a charge. How is it fair that you are liable for something you could never have known about. Surely these companies must be under some obligation to do some due diligence when tracking people. "

if you take  the time to read some of the current thread the forum is dealing with you will see that this is one of the biggest cries for help we get. Look for 'set asides' ....... and as for due diligence and obligation .... you have  ... as yet, not even begone to understand the murky world of private parking ...

theses are just some of thw words our MP's have used ...

The other area is hospital parking, and I want to single out one company for some pretty shady practices. That is ParkingEye"
" is very clear to me that there is collusion between parking companies and solicitors’ firms—so-called roboclaims companies. "
"They are often set up adjacently and involve the same directors and personnel. Incidentally, the same personnel get involved in the so-called appeals bodies."
"Essentially, it is a money-making enterprise that takes advantage of motorists up and down the country. They operate in a very business-like fashion, which is why I call them roboclaims companies."
"The companies are jamming up parts of our legal system."
“I now pretty much know exactly how the parking companies and in particular the IPC have been running this scam for the past 5 years. Basically both of the appeals processes are a complete and utter sham, (and part of that sham is Gladstones Solicitors itself)”
"The appeals process at Excel/VCS is run by a team of minimum wage office workers with no legal knowledge or experience whatsoever,"
" It is claimed by the head of the appeals service (retired Judge Bryn Holloway) that this is a completely independent fair process, it is not”
"The letter mentions two individuals—Will Hurley and Bryn Holloway—and concludes   this is a typical example of the clear collusion between the IPC, their members and the IAS"
"what we can do about roboclaims companies and solicitors  firms that profit, often in shady ways"
" the very large amounts of money that can be involved in such scams—a company called Smart Parking was involved in one such scam on my patch"
"tightening up the rules regarding the unfair use of automatic number plate recognition"                  "BW Legal, regularly issues 10,000 county court judgments a month, and is known to have issued 28,000 in one month"
"They are jamming up our court system, and are often totally unjustified."
" because the lifeblood of trying to extort money from people is having access to their details."

there are a lot more ...

That's a good idea. I will try that and if PPS have my address then I will update them. Just don't want to contact them if they don't know me.

You will regret this in a year if you discover a CCJ to the old address.  In my day everyone got mail redirected and I am astonished people don't.
PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

I've never paid for mail redirecting in my life (and I'm in my 40s) as I change all my accounts to the new address and when you are moving once a year it seems a little pointless when you are expecting no mail. How do you redirect mail if you go travelling on another continent for a year or move abroad, which I've done several times? And as I said, I currently live with landlord as a lodger, I'm moving around the corner and he will send me a text message if I get any mail. Why would I pay £70 just on the off chance I get a CCJ when I can walk round to pick it up?
  • If I'm paying £70 for a redirect that I otherwise wouldn't just because of the threat from the PPC then I'd be just as well spending a little extra, get in touch with them directly, tell them I'm patiently awaiting an NtH, ask them to put it in my name and then pay the £100 charge. At least then it is all done and dusted. Of course, I'm not going to do this and that's why I'm not forking out for a redirect.
  • You don't even have to quote a PCN ref
Basically its another couple pages of discussion about a simple task. Just terll them your new address for service, and youre done. IF they dthen in 2 years time resurrect this all and decide to file a claim agasint you, at leas tyou know. You know they have 6 years, right?

I know they have six years.
I'll send a SAR to Europcar to try and find out if they ever even sent my details to the PPC before I get in touch with the PPC. If Europcar did inform them then I'll update address. Thanks for your time.

I agree with the suggestion above about the SAR to the hire company. IF that shows that they've communicated with the PPC regarding this, having given the PPC your details, only THEN update the DPO at the PPC with your new details. No point in raising your head above the parapet with the PPC if they're completely ignorant of you. :)
