He just wants a report that he can go back to Argos with that says the fault is inherent and he's entitled to a (partial) refund. Apple have only come into it because they've basically told him "Oh yeah. There's obviously been a fault with that since you bought it. If only you'd bought it from us, we'd replace it free of charge for you." Not surprisingly, Argos are not convinced by this.Yes - he could get a report from somebody other* than Apple, such as a local repair shop. Or he could ask a local repair shop to fix it - but he doesn't seem sure of that.* I can't imagine why apple wouldn't put in writing what they've told him!0

Apple will be VAT registered. I don’t know what you got from them but it doesn’t appear to be an official report, rather a record of their conversation with you.
it is likely the iPad will need to be opened to find the fault. That won’t affect your claim with Argos. No one said Argos are expecting you to go to a random ipad repairer. It almost seems like you’re not ready by the responses properly.Go to Apple. Ask for an official fault report on your iPad to take to the retailer to allow you to claim under the U.K. consumer rights act.3 -

Get yourself a proper report. You will have to ask Apple or another independent computer shop to give you a report outlining the fault and that the fault was inherent at time of purchase.
You are making this rather hard work. I hope you take the advice given but I will leave you to it now.2 -
I think that 16 months is probably beyond return/refund time.As for EU law, the UK took them all on as part of Brexit and I don't think they've rescinded any yet.0
