    So for a 2 bedroom flat on the top floor with loft above me it's cost me about £720 + £570 debt for 1 year so far and can only see it increasing.
    They upped me to £109 per month now and £21 pay back. So £130. Extortionate

    Struggling a bit to see what the problem is -electric heating of a 2 bed flat is not cheap. £90/£100 is not unusual.

    For you to be in debt of £570 you must have been considerably underpaying for the year - what was the DD you had been paying,

    Can you give us the meter readings for when you moved in please ?   We know what they were in August when the mete was changed so we can crunch some numbers.

    Right £60 per month so clearly was recommended something crap that the last landlord had.... Maybe he didn't want to cut it off so went to the lowest tarriff

    An all-electric flat on the top floor (or a bungalow) is about the worst combination you can get for prohibitively expensive heating; expensive fuel and all that wasted heat going up through the roof.  You need to get the cheapest tariff and to check the loft insulation.
    What is your existing tariff, what are you paying per kWh and what is the standing charge (inc VAT)?
