4 year old PCN and a discrepancy?

I received a County court action from a PPC and upon requesting documents from the claimant I see photos taken by attendant dated 14/10/2016 yet on NOtice to keeper states "PCN Notice details 18/10/2016" Due to time elapsed I dont recall wether a ticket was left on windscreen,but it seems odd that an attendant would photograph my vehicle and not leave one? ANy thoughts on this?
Then it states "A notice to keeper was sent to on 19/8/2014 for a PCN issued on 18.10.2016.Theyve invented time travel!

    What is a 'County court action'?

    Have you perhaps received a County Court Claim Form?
    If so, what is the Issue Date on it?

    If you have received something else, then please tell us exactly what it is.

    it seems odd that an attendant would photograph my vehicle and not leave one? Any thoughts on this?
    Normal for scammers.  They do this all the time.

    Excuse late reply .
    Its a directions questionaire form from Northampon Business Centre Court
    Date is 9th Spetember
    Claimant is Parking Awareness.
    No-one has commented with regard 2 year date error on their Notice to Keeper."A notice to keeper was sent to on 19/8/2014 for a PCN issued on 18.10.2016"
    When the inevitable stage where I have to submit a witness statement occues does this hold any weight in my defence,which will be based on mainly "No contract offered due to permit holders only " being an impossible contract.

    Please show us exactly what you filed as a Defence.

    They are not allowed if the landowner agreement/contract states a ticket will be placed on the vehicle at the time of the incident (which is likely if an operator is on site).  It means that personal details have been requested from the DVLA when there probably was no need/right.  I would complain to the DVLA and the IPC/BPA.  I would also complain to the ICO.  I have just got the ICO’s agreement that my scammer should not have requested our details and is writing to the company.   
    It has been a long battle but certainly with regards to the IPC, I have caused enough grief that if I receive a scam ticket it will be cancelled.

    It was a car park of a premises (permit holders only).

    Nine times out of ten these tickets are scams, so consider complaining to your MP., it can cause the

    scammer extra costs, and in some cases, cancellation. 

    Parliament is well aware of the MO of these private parking companies, many of whom are former clampers, and on 15th March 2019 a Bill was enacted to curb the excesses of these shysters. Codes of Practice are being drawn up, an independent appeals service will be set up later this year,

    Just as the clampers were finally closed down, so hopefully will many of these companies, persistent offenders denied access to the DVLA database and unable to operate.

    Hopefully life will become impossible for the worst of these scammers, but until this is done you should still complain to your MP, citing the new legislation.
