    The dates do not seem to make sense, publication is as you have just said ... but
    Approval and Comment Resolution date are before  the end of Public Comments

    Both 'start' dates. I guess just getting on with things as comments began rolling in.

    That works out well given covid at the moment.  By the time it will take the parking companies and legals to recover, probably into 2021 now, the new code will be working.
    In the meantime, we plonder on and have to accept that the parking companies are so desperate for money, that they get up to all sorts of tricks including reviving old tickets.

    I think that the MP's have had too many letters from constituents (as nine times out of ten they were probably being scammed. Hat tip to Sir Dance.)  I cannot see them bowing down to pressure from the PPC's now.

    The original PMB did get cross party support.  I don't think that there was one MP that voted against the bill.

    I don't think that's right that it has to be approved by both Houses. The original Parking (Code of Practice) Act 2019 was primary legislation, and had to go through the three-stage process in both houses, before gaining Royal Assent.

    One of the clauses in that Act says that the Secretary of State shall produce the Code, so this will just be a rubber stamp exercise, similar to the passing of a Statutory Instrument.

    I have been providing assistance, including Lay Representation at Court hearings (current score: won 57, lost 14), to defendants in parking cases for over 5 years. I have an LLB (Hons) degree, and have a Graduate Diploma in Civil Litigation from CILEx.
