It’s 14 days starting from when you leave France, providing you don’t do anything on your return leg. So 7 days once you get home.
There is no enforcement at all but those are the rules.
I know of people that have had phone calls, checking that they are home. One call was to a mobile and they were asked to switch the TV on and confirm what was showing on a random station.
First of all,  "people"...so out of the very rare random checks you know more than one?
Second of all, noone is obliged to answer questions of anyone phoning.
Thirdly, it is permitted to leave the home to go shopping, care for a relative, escape from harm etc etc  which makes a mockery of the whole thing.

It was brought in as an appeasing gesture as people were demanding it....but really, noone gives a hoot about it.
You can only go shopping for essentials if you can't manage any other way. So supermarket deliveries, local take away deliveries etc Near to me you can even get deliveroo to go to the nearby co-op! Plus the option of asking friends or neighbours to help you out. You would have to be quite isolated to not have any options available to you. I accept that surviving on say take away pizza for 2 weeks may not be desirable, but I guess most people have some pasta in stock and some food in the freezer.
Neighbours is a strange one as you might actually talk to them on a regular basis and they may even usually ask if you need anything if they see you before going shopping BUT you might not have their phone number or email address, which is not going to make it easy for you to ask them while self-isolating.

i certainly wouldnt ask my neighbours to do a full shop for me and wouldnt expect them to ask me either. Like I keep saying, more holes in the system than a Swiss cheese.

I guess you could do a supermarket order from overseas with a delivery time after you return but I can’t see many people being that organised and planning their shopping while on holidays.
I get on with many of my neighbours but I don’t have their phone numbers (why would I?) and wouldn’t ask them to do more than pick up a bottle of milk and a loaf of bread. I wouldn’t feel comfortable asking even good friends to do my weekly shopping.

I did exactly that, booked a slot for the day after we got back, just in case I was required to isolate. Can be cancelled the day before if you don't need it.

NHS volunteers will do shopping for people returning from abroad? Link, please.

Anyway we are going around in circles. I think the whole thing is a farce, you clearly disagree, and we arent going to change each others minds.

If everyone going abroad did that it would create problems for supermarkets.  Supermarkets have already said they want shoppers who can go to supermarkets to not request home delivery due to a shortage of slots for those who actually need them.

Firstly, that may have been true in lockdown, I am not sure it is still true.
Secondly, It is only a subset of those going abroad to a country that requires quarantine on return that need to do it, certainly not those going abroad with no quarantine requirement.
