There is no enforcement at all but those are the rules.
Second of all, noone is obliged to answer questions of anyone phoning.

i certainly wouldnt ask my neighbours to do a full shop for me and wouldnt expect them to ask me either. Like I keep saying, more holes in the system than a Swiss cheese.0

I guess you could do a supermarket order from overseas with a delivery time after you return but I can’t see many people being that organised and planning their shopping while on holidays.
I get on with many of my neighbours but I don’t have their phone numbers (why would I?) and wouldn’t ask them to do more than pick up a bottle of milk and a loaf of bread. I wouldn’t feel comfortable asking even good friends to do my weekly shopping.

Secondly, It is only a subset of those going abroad to a country that requires quarantine on return that need to do it, certainly not those going abroad with no quarantine requirement.I'm a Forum Ambassador on the housing, mortgages & student money saving boards.
