    Seeing it has now been sent back we can now advise the OP how to avoid that problem in the future. Power supplies are normally just quoted as a maximum power eg 550w PSU which means very little. Cheap PSUs can be very noisy. So always make sure you buy a PC with a quiet PSU. Most people find the standard CPU fan acceptable.

    What is for here is for you to answer my question rather than try to slopey-shoulder it.

    Distance selling regulations are all over the internet. Just Google them. The idea is that if you buy something mail order you haven't had a chance to see it. So if you aren't happy you send it back for a full refund just like happened here. Not rocket science.

    It's up to individuals to assert their rights. Companies will do almost anything to increase their profits which is why we have laws. If companies won't comply we have courts. If people won't use them then it's up to them. Fortunately in this case the item was returned for a full refund. The last few items I have returned to Amazon they have been fantastic. Paid return postage and refunded before they've got the item bank. No wonder they are so successful. Maybe ao best avoided.

    In my experience, those that are the most bullish online are typically rather meek in real life, avoiding argument or confrontation whenever possible.
