When I look on Google Streetview - https://goo.gl/maps/kmMr42saLp9iqmaL6 - I can see that the managing agent appears to be 'Vine'. Can't make out more details, but if you are local perhaps a visit to check out that sign would be a good idea.4

Almost certainly NOT true. Rarely will any parking company own land.
Call the council. Ask who pays the NDR for the car park. Try google. Loads of options. Your job is to find out who owns the land, work out what you can do.4 -
You can ask the council who pays the non-domestic business rates to get a reasonable idea who the landowner is.

They are lying , care parking are a parking company , they do not own the land , you were fobbed off by a foolish idiot
The land will be owned by a pension company , landowner like British land or Intu , investment company or similar , so you want the name and address of the managing agent
The council can tell you who pays the non domestic rates on the land
Fruitcake is correct , you are using the 25 days to try and get plan A to work , before appealing before the 28 day deadline
There is no rush to appeal as long as you are in the 28 day deadline for appealing

I would adapt the recent complaint by another member on here that resulted in another cancellation for them , it was an excellent complaint , no idea who it was but then we see all sorts daily on here , it wasn't your site but was brilliant2
