If advertising consent was obtained, it may give you a clue as to when the signs were installed.

Signage and landowner authority are much stronger points, so concentrate on that, but keep the planning questions for when you have time that won't affect the higher priority jobs.I married my cousin. I had no idea that the stone wall entrance led to the car park , I expected some signs there but nothing that you can read and digest until after parking up. Depending which way you arrive from the public street , it's not as if you can stop and read the sign at the pedestrian walkway
Plus if those are new signs , it's a good idea to check when they were done , plus to query the fact that there is no location code and a similar name to the onstreet one , you should be fully aware of who you were contracting with , council or Bank
All this is good evidence for court , but nothing will change in the meantime , so you are gathering your thoughts and evidence , just in case they issue a court claim, then it's up to the judge having seen your evidence
Personally I think it's a poor site with poor signage and no easy way to understand the rules and pay for parking in a short time window , a grace period. In some cases you have to exit the site to read the signs !!4 -

Emailed Sheffield Council planning about signage - due to Covid they are not fully working. Have only seen one planning consent for that car park on Council site for an illuminated sign which was conditionally granted way back in 1998.
Aykroyd and Abbott made an application to use site as public car park way back in1997 and this was granted conditionally granted.
Difficulty finding post code for cavendish street car park to find who owns the car park land.
