...and it follows on from that, that if the signs needed changing, then the older signs weren't adequate.

Yes but I dont have photos back in Feb but remember they were nowhere near the amount that I saw there when I went a couple of days ago.
I would really like to know who owns the car park.

I'm not going to re-read over a hundred posts to find out, but have you told us which car park this is?
Can google street view, or just straight google, help you find older sign pictures?
Have you searched the forum for older threads about this place? Maybe even PM likely people and ask if they have older sign pictures.
Has anyone suggested asking the HM Land Registry who owns the land?
You could ask the local council who pays the non-domestic rates on that land. Some local authorities have a spreadsheet on the website showing all the sites attracting NDRs and who pays them.
