You can do everything in her name as you proceed. You can act as a lay representative if there is a court hearing where you can speak on her behalf, but she must be present.
It sounds like the Equality Act 2010 is in play here such that she needs/would have needed extra considerations during the parking event because of her disability, and would need extra considerations during the court proceedings/hearing as well.

A further question. Given there are two PCNs in play and we have received LBC for both (the calim is for the second that went to POPLA) does it make sense to reference both in the defence and therefore have both dealt with as one?

If it's the same PPC and the same car park and the 'contraventions' are the same, then in all correspondence from here on that you exchange with the court and the claimant you ask that both claims are consolidated into one to save time and costs for the court, the claimant and the defendant.
