Do you by any chance know who owns or manages the land? That is not usually obvious but a little digging should get you there.
It seems to me that while waiting for the POPLA code you should be complaining very vigorously to the landowner or land management agent who really should get these PCNs cancelled forthwith. The sooner this is done the better.

I believe the land is owned by Cotswold Water Park Trust (CWPT), a charity which looks after the land and lakes in the area. The car park in question has a CWPT logo and signage which states "This car park is managed by Bransby Wilson Parking Solutions" and also states parking as being "Enforced by Minster Baywatch Ltd" - both Bransby and Minster have the same correspondence address.

Definitely complain to the landowner with an explanation of what happened. I'm sure the landowner would not want to upset the family of the bereaved by unwanted publicity depicting the landowner's as uncaring and profiteering by their contractor from such a sad event.
I think those two companies, Bransby Wilson and MBW, have come up before in another thread on here. Try doing a forum search on both names to see if you can find it. I believe there was some ambiguity on the signage as to whom had authority to scam.
Get your own pics of the site and signage if possible, and show it here please. Also look at Google Street View to see if the entrance signs are shown.
Check your spam/junk folder to see if you have a rejection with PoPLA code. If nothing has arrived by say day 28, then complain to the BPA.
Was an appeal made for the first PCN as well? If not, send a late appeal as per the blue template in the NEWBIES, adding a one liner that the NTK was not properly given. (Never received due to postal problems, never sent by the scammers, the keeper was not living there etcetera.)I married my cousin. Found it. The link from the PoPLA Decisions thread is broken but the original thread is still available. This case was unusual because the OP in that case lost at PoPLA but was able to get it reviewed and allowed by a different assessor.
A win at appeal has more standing than a win or loss at the original appeal stage.

Also note how prominent the "parking charge of £100" wording is. It is in almost the smallest font on the sign.2 -

There is another at the top which may bar pedestrians access unless they pay the parking charge. "Contract ro park ..." as they do not define the property.You never know how far you can go until you go too far.2 -
Nothing whatsoever on that Blue sign about Minster Baywatch.
This is THE SAME as the other POPLA cases, in that the contractual offer is made by a different company.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

However, I wondered if anyone knows the revenue share model typically offered by parking operators to the landowner. Does the landowner typically take a % of PCN related revenue in addition to normal parking charges? I'm just interested.3
