Note: I read in the CoP guidelines that mitigating circumstances alone cannot be the basis for an appeal but they will be taken into consideration and if warranted POPLA will ask the operator to review and reconsider. So I included this but the details I have left out of the version I have posted here.
Second point. I have kept in my wish to act on behalf of my wife because I asked Minster to do the same and the POPLA code received from Minster is addressed to me.
Hope this version is a better attempt0 -
A further question if I may. I see that the POPLA submission is limited to 2000 words to be entered and supporting documents to be uploaded.
Is it good form to provide the key points of the appeal in the text box and also refer to the uploaded document or simply reference the uploaded document.0 -
Do what everybody else does and submit it as a pdf. Read the NEWBIE sticky third post for advice. Here is the aforementioned sticky: -

and here are the words: -but don't feel you have to answer their questions, you should write a detailed appeal and attach it as a PDF along with photos (use the parking firm's own photo of the sign if the words are illegible and the £100 (or whatever) charge is not in LARGE letters.1 -
TO be clear: do NOT write anything in the text box OTHE RTHAN my appeal has been uploaded as a pdf called....
If you write a bare bones appeal in the text box, a lazy assessor jsut wont look at the attached appeal.1 -
Is it good form to provide the key points of the appeal in the text box and also refer to the uploaded document or simply reference the uploaded document.I always do both, just in case the upload fails/glitches!
I did a POPLA appeal on Monday for a friend - full of facts and photos and scan pictures of what I knew was wrong with the landowner authority and some legal argument, plus POFA stuff too - and the PPC threw in the towel within 24 hours, haha!PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

Congrats. I submitted to POPLA yesterday. Fingers crossed I get a positive outcome too.
Separately I have received a LBC letter from Gladstones for the first PCN. I'll wait on the POPLA decision on the one I have submitted to see if this helps me on the first.

No need to wait, responses to LBCs are fully covered in the newbies thread
There is no meaningful dialogue ever with Gladrags.2 -
A question as I follow the SAR guidance in the Newbies thread. It states:
A SAR is free. Ask for (as a minimum):
- ALL photos taken
- ....
-........and remind them that any claim must be for all PCNs in one claim, not several separate claims.
On the final point it seems odd to include this if sending a request to their DPO. Thoughts?

Do as it says.
It means their DPO, who must know about all PCNs by definition, has been made aware. They cant claim it was an innocent mistake.2 -
Evidence response from Minster Baywatch has been posted with POPLA - I have a couple of days to respond.
My suggested responses are in red. Does anyone have any further suggestions?

To me their response is very sloppy, they have made the assumption my wife was driving (when in fact she was in hospital), they have avoided any mention of location of signage and then at the end of their summary they contradict themselves by assert the PCN was correctly issued to me!
