Thirded about Savills. They often cancel PCNs for honest consumers who complain.
PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

Same advice as here except it's not Scotland:

Also read the thread (last week, go find it) from the person in England with 31 DCBL letters that have all arrived at once about Highview.  Tesco should be ashamed and need to be bombarded with complaints to their CEO.  I think these are revenge claims and/or last-chance efforts by Highview whose income stream (PCNs only) has disappeared.

Good, that is the way to go during the month you have now, and the SAR will come back too, making you much better prepared even if the landowners refuse to use discretion to cancel the PCN.  But they (whever signed the contract with the PPC) CAN cancel it, make no mistake, and if the first contact says that's not them...you ask who did contract the PPC and who do you escalate the complaint to.
Thanks - I assume I should do all of the below:
    - Get back to the two car parks in question and take photos of thier signage (was three years ago I hope not bigger now)
I've studied the typical defence letter - I understand most of it but not all - Appendix C seems to be missing but I will search for it.
Anything else I should be doing?
My sense is I'm going to court! gonna try and make it a growth experience and take a good fight to them -  not a pure stress - one thing is for sure I'll park more carefully in future.
As well as getting photos of the site and signage, have a look at Google Maps Street View, and use the slider function after clicking the clock icon that should be imposed as part of an information tab near the top left of the image. Use this to see if the entrance signs were captured by the camera car either side of the date of the alleged event.

Has the 31 DCBL letters thread been deleted?
Is it the same advice when the OP here has had a Letter of Claim from DCB Legal Ltd. who are solicitors? (as opposed to Direct Collections Bailiffs Ltd in the other threads).
Just asking CM as you may not have realised it's not just the bailiffs.

DCBLegal seem to be solicitors - if anyone can find that thread I'd appreciate it thanks

Just checked my profile reply record as I contributed to that thread - no trace. I then did a search on 'Highview 31' and found it, but it's shown as a 'Deleted Thread' - please do the same search to confirm. I've no idea why the thread has been pulled, doesn't seem to be a logical move from the OP's perspective with potentially up to £5,000 in play. Maybe a conspiracy theorist has a view? 🤭

Yes it seems to have been deleted.  When  you search for it, find it and click on it, it comes up with a permission denied picture.

I just went back to Anchor retail park now and took photos and there are zero parking restrictions...no signs or anything. I asked a few people parking and they said they often park there and leave the car and it's free.

granted it may have been different in 2017 when they alleged my car parked there...but now it is free...I don't have photo's from 2017...
    any ideas..? thanks

Try Google Street View. There's a 'time rewind' slider to roll back over previous years. You might be able to see something (or hopefully nothing) with that. Take screen grabs for your evidence if it helps you.
