DCPL Letter

Hi, I have used the search function and only got bits of info I need and the newbie thread just takes you to a page to raise your own thread....
Received 2 DCPL letters, £140 each for alleged tesco car park offence 2yrs ago. 
Can someone kindly explain the steps I need to follow? I have an email ready to the trading standards of my council but I'm unsure of exactly what to say?

    Nine times out of ten these tickets are scams, so consider complaining to your MP., it can cause the scammer extra costs and work, and in some cases, cancellation. 

    Parliament is well aware of the MO of these private parking companies, many of whom are former clampers, and on 15th March 2019 a Bill was enacted to curb the excesses of these shysters. Codes of Practice are being drawn up, an independent appeals service will be set up,

    Just as the clampers were finally closed down, so hopefully will many DVLA's date base more rigorously policed, persistent offenders denied access to the DVLA database and unable to operate.

    Hopefully life will become impossible for the worst of these scammers, but until this is done you should still complain to your MP, citing the new legislation.

    What happened when you complained to the manager/CEO of Tesco? 

    Have you complained to your MP yet about this unregulated scam.

    Is the letter from DCBL or DRPL please? Is it a debt collector letter or a LBC? If it is from DCBL, does it say it is not subject to high court action? If so then it is a toothless debt collector letter.

    This is the same as the case posted just days ago about the person who got 30 such letters.  Please read the forum & find that one, and read it/bookmark it.

    My advice to them is the same as my advice to you.  First of all, some questions:

    1.  Is this Highview?

    2.  Was the driver dumping the car all day or for hours, to go to work or offsite? 

    3.  Was it the same person who parked on both occasions as far as you can guess, or is there more than one driver? 

    4.  Was anyone in the car disabled?  I am NOT asking about whether a person in the car necessarily had a Blue Badge, but an honest answer is needed about if they had a condition  meaning they take longer due to go about daily life...arthritis, or a frail elderly person, or someone with a mental health issue who struggle to make purchaing decisions, or someone who needs to stop and eat and drink before driving away due to diabetes, for example.

    5.  Were you a customer of Tesco during that year (whether or not on those occasions) and do you have bank statements?  If not, don't despair, does your family have receipts or old bank statements with Tesco payments...ask them ALL...or does ANYONE have a Clubcard, or more than one Clubcard between the family, that will show they are a 'good customer'?  The first thing to do is complain to Tesco's CEO.

    6.  Has the keeper ever appealed any of them?

    7.  Does HIghview know from any appeal who was driving? (don't tell us they know from camera images...they don't).

    8.  Is this the first letter ever received, i.e. did the Highview letters from 2 years ago go to the right address or do you think maybe an old address, and DCBL Collections have now traced you and this is the first you know of it?

    9.  Please show us a link (Dropbox or Imgur are free) to one of the letters, and of course you must cover up your address and PCN ref.

    Hi Coupon mad, I appreciate you taking the time to respond in detail when they're are other  similar posts. Please believe me
    when I say I have spent hrs searching the posts and some of the info isn't clear to me. so here's the ans to your questions:
    -it is highview originally, i did not appeal as saw other posts at the time to ignore
    -  dump the car for 8hrs for work......
    - driver was the same and no one disabled
    - was a customer of tesco during the 2 times in question,  have bank statement to show this, i was about to write a letter to tesco, i only found their customer service, dundee address, should I still send this there? Cant find ceo address but have clubcard
    -highview do not know who the driver was, attached one of the letters

    Okay, so it's DCBL acting as toothless debt collectors, so they can safely be ignored, but do not ignore real court papers.
    You need to contact the store manager and/or CEO, not customer services.
    The advice to ignore a PCN in England and Wales has not been given here since the law changed in 2012. If the keeper lives in one of the other UK nations then different laws and therefore different advice applies. This is explained in the NEWBIES.

    So you are in Scotland then?!

    Can't see DCBL managing to start a court claim in Scotland but send a complaint to Tesco's CEO (Google is your friend).  

    Tesco deserve to be utterly DELUGED with complaints about what Highview are doing to customers/staff.
