Why do poeple not just do this as soon as a PCN arrives? Google the retail park (not the shops). Such a simple way to cancel these.

Good, that is the way to go during the month you have now, and the SAR will come back too, making you much better prepared even if the landowners refuse to use discretion to cancel the PCN. But they (whoever signed the contract with the PPC) CAN cancel it, make no mistake, and if the first contact says that's not them...you ask who did contract the PPC and who do you escalate the complaint to.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

- Get back to the two car parks in question and take photos of thier signage (was three years ago I hope not bigger now)
I've studied the typical defence letter - I understand most of it but not all - Appendix C seems to be missing but I will search for it.
Anything else I should be doing?
My sense is I'm going to court! gonna try and make it a growth experience and take a good fight to them - not a pure stress - one thing is for sure I'll park more carefully in future.0 -

Catford Island Retail Park does seem to be owned by the Church Commissioners but the management seems to be handled by Savills. Contact Johnny Rowland, out of town retail director. jrowland@savills.com. From here: https://www.retaildestination.co.uk/catford-park-overcomes-obstacles/, he commented on a letting in June last year.
They may only be letting agents but he should be able to advise who is responsible for the car parking contract.
ETA: Further investigation shows that Savills do act as Managing Agents for the Church Commissioners a lot of the time.4 -

Nine times out of ten these tickets are scams, so consider complaining to your MP., it can cause the scammer extra costs and work, and in some cases, cancellation.
Parliament is well aware of the MO of these private parking companies, many of whom are former clampers, and on 15th March 2019 a Bill was enacted to curb the excesses of these shysters. Codes of Practice are being drawn up, an independent appeals service will be set up,
Just as the clampers were finally closed down, so hopefully will many DVLA's date base more rigorously policed, persistent offenders denied access to the DVLA database and unable to operate.
Hopefully life will become impossible for the worst of these scammers, but until this is done you should still complain to your MP, citing the new legislation.
