    When the site was developed in 2011, it was owned by Opal Property Group and Ocon, who did the work, were their subsidiary.
    Opal went bust in 2013 and this site seems to have been part of a sale to Avenue Capital Group, an American venture capital company (see https://www.insidermedia.com/news/midlands/100052-).

    Avenue Capital seemed to be disposing of all their Student Accommodation in 2014 and the pre sale report by Standard & Poors here. https://www.spratings.com/documents/20184/86990/AYR_Issuer_8_15_14/a181985d-8d16-4756-959f-481220bc93fa,  particularly refers to this site, which they are calling Nottingham 1, but this suggests that they had already disposed of the retail element where it says on page 10, Another block provides ground floor retail and leisure uses. Its occupiers include Lidl, Subway, Greggs, Domino's Pizza, Wok & Go take-away, and the Graduate Bar/Restaurant. These have been sold, and do not form part of the transaction's security. Question is when was it sold and who to?

    If you change the settings to HD and use full screen on a grown up pooter, you can clearly see that the parking weasel is wearing an Excel Parking shirt, not a VCS one.
    Whilst Excel are wholly owned by VCS, that are a completely separate trading company to VCS according to Companies House records, with a completely different Company number.

    So why did an Excel employee issue a PCN when the company victimising the OP is VCS?

    He was desperate for his commission.

    I spent 2 hours this morning googling in the hope of finding THE landowner or land management agent.  I'm tempted to phone Dominoes or one of the other businesses.  A couple of years back I found the land management agent for a car park I'd been scammed in just by phoning a pizza place.  Which in retrospect seems astonishing given how tight-*rsed businesses are about handing over this 'privileged information'.  

    Everything about this is weird.  Presumably the thing in blue can legitimately dole out tickets for VCS as well as Excel ... or can he??

    I'd say a person wearing Excel uniform arguably can't issue a VCS PCN.  It might be in the IPC CoP somewhere about professionalism (!) and liveried vehicles and uniformed staff, or in might be in the landowner contract that VCS wil have to cough up in the end in their evidence.
    PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

    Ive emailed every business on there and everyone who comes up with any remote link to the retail park, those that replied said they dont own it, Ive come up blank so far. I think its strange how the postcodes are wrong for the retail park to what vcs gave on their paperwork.

    Coupon-Mad i read IPC code and it says
    "13.1 You agree to ensure that all your operators, servants or agents maintain a professional standard of behaviour when carrying out their duties and comply with the rule of law at all times."
    But whats really amusing is where it says
    "15.1 Drivers should be allowed a sufficient amount of time to park and read any signs so they may make an informed decision as to whether or not to remain on the site."

    When they were communicating with my MP they basically said it was all my fault and the warden simply found a car with no badge. The reality is he watched me leave then pounced.
    Then they were going on about people parking in diabled bays when theyre not entitled to cause prices to go up for legitimate mororists. They seemed to ignore the fact I was entitled to use the bay.
