And even if it could, the words I gave you earlier explain why it's illegal to try to cause disadvantage to a consumer by attempting to rely on a 'set in stone' contractual term that offers no discretionary adjustment and deprives them of their legal right and indisputable need (Blue Badge or not) to use the reasonable adjustment of a disabled bay. And VCS knew this from the outset. There is no excuse.

I'm really enjoying the forensic analysis various posters have been doing to help the OP.
I think the scammers would be stupid to take this further, but they are desperate to continue scamming for as long as they can get away with it.
Imagine the judge's reaction when the OP says, "I am disabled. I parked my car and went to read the entrance sign to see what I needed to do. Less than 90 seconds later I was given a PCN. I showed the scamtendant my disabled badge but he threatened me with court, and here we are."
If you approach the car park from the right, you cannot see the entrance sign until the last moment, if at all, after turning in. The dashcam footage shows the scamtendant's shadow was very long, meaning the OP would have been driving directly towards a low sun, making it difficult if not impossible to see any signs or poorly marked symbols on the ground. They reversed into the parking space but the sign behind the car could not be seen in the mirrors or rear dashcam. Since the OP was not aware of any other signs, they did the decent thing and went to read the entrance sign, but was penalised for doing so.

The landowner thing is doing my head in - must be worse still for you ellaro9! I phoned that branch of Dominoes - fellow was nice enough but claimed that the car park wasn't owned by the same people as their premises. Hmmm!

If it goes to court, at some point the OP should get sight of the alleged parking contract. It will be interesting to see whether this mentions the landowner or landholder or MA.
There should be room to attack this it even if it mentions the landowner as it's rare for a scammer to get the contract right. If it mentions landholder or MA and not the landowner, then that can be attacked assuming there is no contract with or flowing from the landowner.

Well after days of people ignoring me despite emailing them every day Greggs have now replied.

It was Greggs who mentioned FHP so Its FHP Poperty Service, and they have now confirmed they manage it for their 'client'.
Ive just emailed FHP back telling them whats happened and asked them to call of their dogs, mentioned that I will sent them a witness summons if it goes to court so will see what they say.7
