The OP appears to have their own crusade against the IPC which while commendable may not be the right action for newbies. Most posters do not want a personal crusade they just want to get their ticket cancelled.
On this forum there is a very successful route to challenging the PPC's claim. CM always advocates trying to get the ticket cancelled by the store/landowner first. This is the easiest route and avoids the driver/keeper from any further action. Beamer very successfully wrote a letter to the CEO of Marks and Spencer recently which resulted in the ticket being cancelled.
Most new posters to this site are here as the result of receiving a ticket (as I was myself). If someone in receipt of a parking ticket complains to the IPC or the BPA then surely they would refer them to the appeals process. As we know with the IPC that is a total waste of time and energy and a bruising experience that I would not want to repeat or wish on anyone else.
If the complaint is made to the IPC or the BPA where no ticket has been issued I cannot see it carrying much weight at present because the Codes of Practice are not worth the paper that they are written on. They are good practice, nice to do, platitudes.
Coming to this forum originally as a newbie with a ticket and not from a legal background I struggled to understand the relevance of the Codes of Practice. I am from a financial background and the Code of Practice is supported by statute law.
My understanding is that the new Code of Practice will be backed by law and so a totally new ball game. Just have to hope that they drain the swamp of people like Hurley.

Snakes_Belly. I of course agree with you about newbies but I found this site only after been scammed for a second time. Getting the charge cancelled is obviously the priority initially but my point is that this will keep happening unless the ATAs and the DVLA are brought to account.0
