Firstly, it's been reported here that when you go through to change a Ryanair flight, the prices are different to when you go through to book them new. So that might be the first problem.
Second issue is the baggage. It seems strange that having paid for it already they want you to pay again. That said Ryanair do have dynamic pricing for bags, and they can cost more in peak seasons than other times. I think they can also get more expensive the nearer you get to a flight. Although £38 per passenger (so I guess £19 each way) seems quite a lot.
Third issue is the agent fee of £90pp to change. That's not Ryanair and charged by the agent you booked with. Its a very high charge, but some of these agents to have these charges in their T&Cs.
You could try and deal with Ryanair yourself. The fact you have a middle man is confusing it as not only is their fee outrageous, you can't see exactly what is going on. To log in to your booking you need the booking reference and the email address used. It depends if the agents gave your email address or one of their own when they booked. You might be able to log in though if its your own email address, or you can get the email address they used.
However, why not just leave it all and wait? You're moving to August, but how do you know the holiday will go ahead then anyway? I'd say it's highly likely your June holiday won't be happening, so why not wait until the agent has to cancel it, at which point you would be due a full refund.

I have now received a further e mail from Ryanair who appear to be offering me the choice of 1.redeeming the value of the voucher in full (against another booking) before its expiry in April 2021
,2.redeeming part of the value against another booking and then accepting the balance as a refund in April 2021
3.Waiting until after April 2021 for consideration of a cash refund.
Does this mean that I cannot apply for a refund before the expiry date, end of April 21, and just have to wait until then????.0 -

The email says the voucher will become cash if not used within the 12 months. The email doesn't specifically say you can't get a refund before then - and they wouldn't say that because they know they can't. I expect what they are hoping is that a proportion of customers will either think that's their only option, or be happy enough that they'll leave it for the time being.0

Also got the email saying cash refund when the voucher expires. I think they're going to use every trick in the book until they run out of road.0

And another, appallingly written letter, no clarification as to when refund will be made, just juggling the wording:
You have recently received an email with a voucher code to the value of your original booking.
Please note that this voucher is valid for 12 Months and can be used for your future travel plans, please note that if you do not use the voucher the voucher before the expiry date you will receive a full cash refund, in the event you use the voucher in part you will also receive the option of a voucher for the balance or a cash refund after the expire date.

I also have applied back in March for a refund. Told to wait 31 days. On the 31 days received a voucher saying if you want a refund rather than a voucher you need to claim. Tried to submit another claim form. Stated claim form already submit for this reference. Emailed them and had the response, here is your voucher, wait 12 months and if you haven't used it then you can have your refund. What low life trick will they try in 12 months. I have emailed back for a third time. Does anyone know if I can claim on my credit card or travel insurance rather deal with this ongoing nightmare?0

After being flogged a voucher and waiting 5 hours on online chat to request a cash refund and still not getting anyone to talk to me, I have requested a chargeback on my card with bank saying it will take a few days for the money to come through. Ryanair are in breach of contract as money id paid but no service been delivered.0
