@earth boy - i understand all that. Point is i was charged for April for March. I fulfilled the requirment its not my fault i started the blue rewards after my DD went out. If they wont pay me for that then they should not charge me a fee

@ DCS34 -  Your point makes sense but in that case if i switch the rewards off the day before paying my next fee say in three months time - they will also mean they will stop my rewards immediately meaning i will not get my reward for the last month before i switch off so i will still be at a negative for month 1
But it is your fault you started Blue Rewards after your DD's had gone, Barclays don't turn them on only you can do this. The mistake you made was turning them on too soon, you should have waited until April. Also my DD's come out throughout the month rather than all at once at the beginning, not everyone does that and in fact I think it's a terrible idea to do so. Give yourself space if things go wrong and move some further back in the month.
But I don't think that's right also about paying the fee in advance, I've just checked mine and the first time I paid the fee I received the rewards also so both payment and rewards are in arrears.
If it was in advance then but the rewards in arrears then you would end up in exactly the scenario you describe.

The fee is in advance, the terms and conditions say so.  You pay the fee one month, and you get the rewards the following month:

"We'll check your chosen account on the first working day of each month to make sure that you did the following in the previous month

    • Paid in at least £800 (conditions apply) ...
    • Paid the £4 monthly fee
As long as you do both these things in the previous calendar month, we’ll add any applicable Product Rewards (including any Direct Debit Loyalty Reward) or enhanced cashback to your Rewards Wallet on the second working day of each month."
    https://www.barclays.co.uk/current-accounts/blue-rewards/

So, as I said, the fee is paid in advance, and the rewards in arrears.  You pay the fee and qualify in one month, and you get the rewards in the next month.  If you got the rewards the very first month that you paid the fee, then you were very lucky, because you shouldn't have done.  You should have only got the rewards if you paid the fee in the previous month, as it states in the terms and conditions.
Also, it doesn't matter what dates your direct debits are paid, because Barclays look at the whole of previous month.

So as i just changed from a basic account to halifax rewards, llyods club and bos vantage in the last few days (early april) does this now mean i will also be charged a fee for MAY and not get a reward as its a similar situation to that of Barclays!

Okay I read and re-read the terms and it would appear what you say is correct.
However, I've just checked and this is my timeline.
    23 Oct 19      Opened account.
05 Nov 19     CASS credit from old bank (For the double rewards scheme)
Over the rest of November £800 paid in and two DD's paid out.
03 Dec 19      Blue Rewards Fee £4   (This is the first fee paid from the account)
Meanwhile in the Barclays Blue Rewards account
03 Dec 19      Loyalty Reward DD CB    £7
    13 Dec 19      Loyalty Rwrd Switch Double  Dec19    £7

What I did do is comply with DD's and pay in amount in November but only switched on Blue Rewards on Nov 29th.
I don't know whether I got paid rewards when I shouldn't have been (in December) or not charged a fee when I should have been (November)  but I definitely haven't been charged a fee in a month (November) when I didn't receive a reward also.

With respect to the T&C, it certainly seems to explain the OP's position, but I'd be interested to hear if others are like me or not.

You are not doing yourself any favours by continuing to sling wild accusations at Barclays, particularly not after many people have tried to explain to you what happened.

Can we just stick with facts please. Which Halifax and BoS accounts currently charge a fee, and what have these accounts got to do with Barclays Blue Rewards?

The first fee is taken the month after you join Blue Rewards, which you have said it was, so the fee was taken on the correct date.  You shouldn't have received the Blue Rewards until January so getting them in December was a win for you. :-)

Barclays are not crooks, and unless you can demonstrate that they have failed to abide by the terms and conditions of the Blue Rewards scheme, you are just making yourself look very silly by hurling insults and unjustified accusations at them.
If you're not prepared to read the terms and conditions of the various rewards schemes, then you would have been better sticking to basic, or standard, current accounts, where there are no rewards, but no charges or fees either.
