Perhaps it is really saying you can't apply as you already have that account or are not eligible for some other reason1 -

I've found these sometimes cause issues with bank/building society technical systems, including Principality BS going into a doom loop where it wouldn't let me apply for savings accounts at one point among others, which was resolved as soon as I turned off the ad-blocker.2 -
Principality website has been awful past few days so could be their fault.1
