    Looks like you're good to go with that complaint.  

    I've been searching for a thread by someone called, I think, german tourist.  Not sure whether the name included capitals, whether it was hyphenated etc.  Their case was very different: resident in Germany and submitted a hire car appeal to POPLA.  However, having got a ridiculous decision, they too complained to POPLA and as I recall the process they followed was well-documented throughout.  Successful outcome.  Plus I think there is mention on that thread of another member who complained about a poor POPLA decision successfully. 

    If you can find that thread - the search tool is useless - it might be a great guide for you.  I think it was last active in early January ....

    In particular:

    Contracted-out car parking

    You continue to ignore my questions and direct me to NCP or the Appeal process, but this is not an appeal but an official complaint.  So please respond or escalate accordingly

    The hospital acknowledges their responsibility in employing NCP as their Car Park Management company and backs their ability to evidence all PCN’s photographically.

    However if you would like, I will happily make myself available to walk the site with you and explain the reason for your recent PCN’s.

     If you would like to take up this opportunity Jeanette will happily arrange.

    I could happily walk around with him and it would be evident that the signs are not there from the Operator

    Are you going to go for a stroll with Jimmy?  That's an unusual invitation and not to be missed I feel.

    I would start the walk by saying that he should try to imagine that he has a very unwell baby needing urgent care with him as he goes around. I'm not suggesting sarcasm, I really believe that point needs to be hammered home.

    I think he would be the perfect politician and not answer that question either, he would start spouting statistics about how much money has been specnt on staff and machines and healthcare in the last fiscal year and that by 2030 all the problems will be addressed, always jam tomorrow (as it will be in tomorrows budget) , reminds me of Patrick Troy evading all the questions on watchdog , or the IPC solicitors when they appear on tv, weasel will usually ,  or Howard evading the question some dozen or more times on the Paxman show

    perhaps he is in training for the next job that appears when an MP dies of COVID19 ??

    how do these weasel people get these jobs ?

    So many hospitals refuse to cancel PCNs .... Jimmy's ideal.  But maybe, just maybe, he'll see reason.

    I am sure hospitals are well aware that their 'clients' are very likely to be in no fit state to park perfectly at all times.    And I think they therefore have an unspoken policy of not cancelling.  However when patients / relatives / staff persevere, when they have a very compelling case and will not back down, they may then get that rare token concession that blanket bans need in order not to be too obvious.
