You will get there with this I feel. There's a chance POPLA will accept your appeal. But, if not, one of these other measures will succeed, I'd put good money on it. I hope your daughter is doing well.

Also, on the second PCN the comments from operator are now there but they have attached the same evidence pack 5 times ...Can i comment on this? or will it go down as an error from NCP and ignored?0

I’m sorry you feel my latest email from this morning seemed cold and lacked care.
As previously advised on numerous occasions, if you feel you have a right to appeal then please do so following the step by step instructions on the rear of your ticket.
From your emails I believe you have been unsuccessful in your appeal to these tickets but I have to reiterate, car parking on the Royal Blackburn Teaching Hospital site is the responsibility of NCP.
I do not have the right to intervene in this governed process.
If you have any further questions regarding your appeals process then please direct them to NCP’s Head Office and make the appropriate representation.
Sorry I can’t be of any more help in this process.

He seems to think that NHS guidelines posted several years ago do not apply to him or the trust , or he is ignoring the elephant in the room2

I would remind him of the guidelines and ask why they are being ignored , especially after what the government recently said about this being unacceptable and to be imminently changed next month due to trusts ignoring their responsibilities, plus that your MP Plus the secretary of state will be copied in. Reiterate that this is an official complaint , so you take exception to it being called an appeal, it is not an appeal and it's not a governed process , it's a contract
I would also start issuing FOI requests about different topics surrounding Parking issues , including revealing the contracts with NCP and other contractors
I would get your MP to write to the secretary of state for health and ask them to jointly write to the trust to explain why they are ignoring guidelines , plus when the Mhclg are issuing the new CoP to put an end to these issues (previously overseen by the now Chancellor of the Exchequer)2 -

You asked me what I would do , I would do this and keep doing it because those questions have not been addressed
You should look at every inconsistent word and every omission and take umbrage at the words used and complain about the omissions and lack of clarity on why they are evading the issues
Personally I would not be happy with those replies , neither should you1
