1. Yoy are making heavy weather of this, double dipping PCNs are among the easiest to defend as the scammer has to prove that OTBOP you are lying.

Here is my Defence
In the County Court ETC
The defendant denies that the claimant is entitled to relief in the sum claimed , or not at all 
It is unclear as to what legal basis the claim is brought ,whether by breach of contract , contractual liability or trespass. It is denied that the defendant or any other driver of the vehicle entered into any contractual agreement 
whether express, implied or by conduct .
      It is denied that the claimants signage is capable of creating a legally binding contract . There is absolutely no signage at all at the entrance and it is inadequate throughout
     C.E.L. has repeatedly refused to furnish any information on the Landowner ,(which I have since easily obtained through the 
Land Registry ) thereby denying me the opportunity to request that cancelation be considered.It was refused on the basis of Data Protection which in view of the facts is clearly untrue .We needed know the actual creditor who is making the demand and in what capacity .No copy of any contract was produced .
     In addition , the main concern is that the driver was penalised for Double Dipping .The ANPR evidence is being suppressed or there are faulty cameras .This absolves us from any responsibility to create cause of action against us
    Please note that the maximum sum which may be recovered by virtue of POFA is disclosed in paragraph 8(2)C or maybe 9(2)D 
Although we dispute the whole basis of the Parking Charge of great concern is that it is disproportionate and punitive level
It is beyond credibility for any PPC not to be aware of  this and no legal firm can be allowed to profess ignorance 
In addition to the original PCN penalty for which liability is denied ,the claimants in this case have inflated the value of the claim
by adding purported additional costs which the defendant submits have not occurred .
Costs the have bee claimed......£60......then £100...£140.....£170.....£182 .....£195......now including court fee and legal reps. cost ....£290
This is an alarming abuse of process which should come with some sanction , other than striking the additional amount from the claim 
I request that the claim is struck out entirely in response to an attempt to claim exhorbitant charges .

Don't call the Claimant CEL (they are 'the Claimant') and replace 'I'' and ''me'' with 'the Defendant':

This means NOTHING to a Judge this is our forum slang phrase!

Also slang (not suitable for language in a formal defence) is any abbreviation, like:

Your defence doesn't look anything like the ones I wrote recently, and doesn't actually say you don't think they have landowner authority (it only mentions complaining to the landowner) and there's nothing about the CRA 2015 or the 3 Beavis case quotes - but you can cover that briefly as long as you append and refer to the Skipton Judgment and Southampton 6 page Approved Judgment, too.
