    Regarding Airport Byelaws. I found this in the London Southend Byelaws 1997.

    No person shall, except in the case of an emergency, leave or park a Vehicle or cause it to wait for a period in excess of the permitted time in an area where the period of waiting is restricted by Notice.

    Yes, because the byelaws include provision for parking of vehicles, and statutory penalties for same.  Where byelaws apply, they take precedence and this was confirmed in the first draft of the MHCLG/BSI PAS232 specification for the new statutory Code of Practice, currently being worked on for implementation in 2021.  Whilst this is not retrospective, it will clarify the law from the point of view of the MHCLG lawyers and demonstrates the will of Parliament regarding the enforcement of parking on byelaws land.

    These bylaws only apply to land within the boundaries of the airport itself? Would that include the parking areas surrounding the airport?

    Most of the bylaws I have seen include a map
