Perhaps between the words 'not' and 'with' there should be the word 'complied' - but it is your Witness Statement - you need to understand it.
I've also just noticed the last word in that paragraph is wrong too - statute, not statue.
There may be other points that I have not mentioned.

There is no sign before the entrance but there are signs when you enter at the rear of the car park. Do I need to take the pictures for evidence?Yes, get some photos of the signage and layout of them. Get your camera to date stamp them.I have seen alot of people have been parking without the need for permit at the car park and they didn't get the ticket.How do you know? What if the Judge asks you for proof?Should I take the pics at the rear car park where the signs are and take the pics of other people's car that they don't need to display the permit?That won't help you, it proves nothing.Please note, we are not a legal advice forum. OK, so I will only take the pics where there are NO signage at the entrance of the car park. Is that correct?

Because I have been parking there every time I see people drive in and park there. No visitor permit are needed.I bet every time you go out driving you will see someone breaking the speed limit.
When you get caught for speeding will you say "but, but, but, why weren't all those other cars stopped?" expecting to copper to say "ok sir, sorry about that on your way".

On the signage it say it is for permit holders only and it say that you must clearly display a valid permit inside the front windscreen at all the times.

That sign tells everyone that parking for anyone other than a "Valid VCS Permit Holder" is forbidden.
If one is forbidden to park there, how on earth can they enter into a contract to park there?5 -
bear in mind that you cannot talk about others (hearsay) because you have no idea at all if they received a PCN or not , be it on the windscreen or more likely in the postonly talk about known facts, not what you assume to be , this is about your case , not anyone elses caseI would probably add a note somewhere in this bundle that you cannot accept a telephone hearing due to your recorded disability (I assume its on your medical record ?)you keep telling us on a text only forum that you are hard of hearing, which we accept, but your reading and writing skills are all you need and you dont appear to have any issue with those 2 items, so being disabled has no relevance on a text and graphics only forumyou are doing ok so far, disabled or otherwise (I have a back condition, doesnt stop me reading and writing or driving and your condition doesnt stop you either)that sign above is forbidding signage, no contract to park , so no parking contract at all has been offered or accepted, meaning at worst its trespass and only a landowner can sue for that (meaning you have a good case because your vehicle is not offered a parking contract, neither is the driver either)2
